Weekend Parking — Terms of Purchase

What you are buying. A specific, numbered parking space in the Columbia County courthouse lot on 1st Street, for one weekend or for all six. Your space number is assigned to you and listed on the attendant's roster for that weekend. Nobody else is sold that space.
When your space is yours. Saturday 6:00 a.m. through Sunday 10:00 p.m. on the weekend you purchased. You may leave a vehicle in your space overnight between Saturday and Sunday. Vehicles left after 10:00 p.m. Sunday are not covered by this pass.
The six weekends. September 26–27 · October 3–4 · October 10–11 · October 17–18 · October 24–25 · October 31–November 1.
Sales deadlines. Sales for the September 26–27 weekend remain open through that weekend and close Sunday evening. Beginning with October 3–4, sales for each weekend close at noon on the Friday before, and passes are issued that afternoon. We cannot sell a space after that point — there isn't time to assign it and get the information to the people working the lot.
Your pass. Emailed to you as a PDF to print and place face-up on your dashboard. If you can't print it, contact us and we will have one ready for you to pick up. The attendant's roster is what governs access, so if you forget your pass, you will not be turned away — you'll just be checked against the list.
All sales are final. We cannot offer refunds for change of plans, weather, or a decision not to attend. This is a small program administered by one organization, and refunds are the part that would make it unworkable.
You may transfer your pass. If you can't use your space, give the pass to someone else. Please let us know the new name so the roster is accurate, but the pass travels with the space.
If we cannot deliver your space. If the lot is closed, or your specific space becomes unavailable for a weekend you paid for, we will assign you another space if one is available, or refund that weekend. This is the only circumstance in which money is returned.
This pass is for parking, not for the event. Spirit of Halloweentown is produced by other parties. Changes to event programming, hours, or attendance do not affect this pass and are not grounds for a refund.
Accessible spaces are not part of this program. The lot's six ADA spaces remain open and free to permit holders throughout the season. Your pass does not authorize you to park in an accessible space, and an ADA permit does not require a pass.
If someone is in your space. Find the weekend attendant. They will help sort it out and, if needed, place you in another space for the day. Attendants check passes, greet arrivals, and assist visitors; they do not have enforcement authority, and neither does Main Street. The lot is Columbia County property and all enforcement decisions rest with the County.
Downtown business rate. The $30 rate is available to businesses operating within the St. Helens Main Street district, during the announced business window only. We may ask you to confirm your business name and location.
What this pass is not. It is not a reserved space on weekdays. It is not valid outside the six weekends listed. It does not include any guarantee regarding lot conditions, security, or the safety of your vehicle or its contents. Park at your own risk, as you would in any public lot.
